With reference to my telegram No. 249. Now asked by Portuguese Government that you should be instructed to point out to Chinese Government unreasonableness of their claim that works being carried out in Macau harbour infringe maintenance of status quo provided for in Article 2 of Treaty of December 1st 1887 and should therefore pending definite delimitation of boundaries be discontined. It is maintained by Portuguese Government that works are of general utility and are within recognised provisional boundaries and in waters under exclusive Portuguese jurisdiction
You should do what you properly can to assist
d' Portuguese Charge Affaires in Peking who has been instruc- ted to consult you in reaching a satifactory settlement.
